What welding glasses can be used to watch a solar eclipse?

I have searched the internet and repeatedly found that the only welding goggles that should be used to look at the sun are those with a rating of 14 or higher. I cannot find any in my area with a rating higher than 11. Since I don’t understand exactly what the rating means, I am wondering if I could possibly stack 2 or 3 lenses with a 11 rating to make something equivalent to a rating of 14.
